    Vera Anatolyevna, good afternoon. Thanks for agreeing to chat with us. Please tell us why you chose the Communist Party? Why didn't you go to other parties?

    In my life I was a member of one and only party - this is the Agrarian Party of Russia. And when it was disbanded, the question arose before me: where to? Then I was a deputy of the legislative assembly of the Novosibirsk region, and I had to choose. APR merged with United Russia. But even then I understood that the economic course of the United Russia did not correspond to the urgent tasks of the country's development. And I deliberately chose the Communist Party of the Russian Federation, the most oppositional party in relation to the current government. I am not a member of the Communist Party, but my whole soul belongs to the Communist Party. Why? Because the main business of the party is the struggle for social justice. And I have a heightened sense of justice since childhood. Today we have many problems: economic, political, international, but the most important are social. And until our people live with dignity, they don’t have good wages, high-quality and affordable health care and education, a pension for which the authorities will not be ashamed in front of our old people, we cannot say that our country has made some kind of serious breakthrough, no matter how they try to convince us of this with the help of far-fetched statistics. The problems of the population are close and understandable to me, because I myself am from the Siberian hinterland and my roots are very strong, I did not tear them out of Siberia. I know well how people live, or rather, how most of them survive. Therefore, the program of the party, which provides prospects for the social security of our citizens, is close and understandable to me.

    Who did you dream of becoming?
    I am a teacher. I have 33 years of teaching experience, of which 20 years I worked as a school director. I got a difficult task - to build a new school, I myself sat with the designers and planned classrooms, halls, the largest gym in the city .... I dreamed of being a teacher, and I became one. I gave a lot of strength, time, health and my whole soul to the school, so when I left for the State Duma from my secondary school No. 92 in the city of Barabinsk, Novosibirsk Region, which had become so dear, we were sad and even cried all together - both I and the teachers, and students. It's probably the best job. Since childhood, I dreamed about it, and everything worked out for me, it was in this profession that I took place.

    As we know, you are in charge of the Novosibirsk Region. What three main problems would you single out for the region today? And what solutions do you see?

    I have two regions now - Novosibirsk and Tomsk. Therefore, I will say so as not to offend either one or the other. As for the Tomsk region. A beautiful, harsh, rich land. I drove through most of it. And, of course, I rejoiced at the achievements and studied the problems. These are ZATOs - closed territorial-administrative formations, the so-called single-industry towns. There is such a single-industry town in Tomsk, and it has serious problems associated with a reduction in production and the high unemployment rate caused by this factor. These problems must be solved at the legislative level, the destruction of such cities and their powerful industrial base must not be allowed.

    The second problem, I would say, it exists in almost all Siberian regions, is the caterpillar. An ordinary caterpillar called the Siberian silkworm. Which just kills, destroys forests. There is a unique Bazoysky cedar forest in the Tomsk region, and because of the silkworm, this forest is almost on the verge of destruction. To stop the invasion of this small, but causing such great harm, insect, 50 million rubles were allocated from the Tomsk regional budget. However, this is not enough, we need at least another 150 million. We need funds.

    Third task. In Tomsk, the fuel sector dominates in the structure of the economy as a whole, so it is necessary to develop other areas, the processing industry. This requires serious state support, appropriate targeted programs. It is necessary to change the tax policy, the main purpose of which is to pump as much money out of the region as possible. In fact, there are many more problems, of course.

    The Novosibirsk region has its own problems. Our region is a dynamically developing region, especially the city of Novosibirsk. Novosibirsk in 2016 put into operation 1.53 million sq. m. meters of housing. The total investment amounted to 74.5 billion rubles. But at the same time, there is an acute shortage of social infrastructure: kindergartens, clinics, schools. The most serious problem is the schools. There were cases when people had to stand in line at five o'clock in the morning to submit documents for the first grade and get a place at the school. I think this is nonsense for our technological and urbanized age. Last year, in the Gorsky district of Novosibirsk, a new school for 550 students was commissioned, which was built with the help of a federal state program. Three more schools are being built at the expense of the regional and city budgets. And we agreed to build another school in the Chistaya Sloboda microdistrict, this is a beautiful, ecologically clean area. The contractor invests his money in the construction of the school under the word of honor of the city leadership. For 2017, 340 million rubles were allocated for the Novosibirsk region and 547 million rubles for the Tomsk region. There is not enough money for the Novosibirsk region, this is our flaw, the governor and the government of the region. And this situation needs to be corrected. We will wait for changes in the state program, we will initiate them. The region needs more serious support for the construction of schools. It would be necessary to change the conditions for providing state support to solve this problem. Now they are unbearable for many regions: the region must first build a school at its own expense, hand over the facility, and only then receive 70% compensation from the federal budget.

    I can't help but mention one sore problem that is relevant for most regions, which I would point out in both Tomsk and Novosibirsk regions - debt load. Today we have a fairly serious domestic public debt: more than 50% of our own income is budgetary and commercial loans. On loans from commercial banks, rather high interest rates must be paid from the regional budget. So, this issue must be resolved by adjusting the budget and tax policies. Such changes are overdue, because today the tax policy pursued by the state - pumping out financial resources from the regions, and then redistributing them from above - is absolutely ineffective. We must stimulate an increase in the tax base in the regions through the development of production and the agricultural sector. And this also requires serious state support. In addition, it is necessary to change the interbudgetary relations themselves. This should also be done at the legislative level. In the meantime, interbudgetary relations are changing in favor of the federal center, not the regions. And I would like it to be the other way around. The federal center has taxes on oil, gas, and other resources, and I think it is unacceptable to take away income from the regions. Russia consists not only of Moscow. Russia is made up of regions, and they are deep in debt. There will be a financial disaster if you do not deal with this problem.

    The third point I would like to point out is the problem of gasification in the Novosibirsk Region. By the way, it is also in the Tomsk region. If we look at the country as a whole, then the level of gas supply is 66%, and in the Novosibirsk region - only 28%. At the same time, Western Siberia provides 70% of gas in general in Russia, we sell it mainly abroad. And in Western Siberia, gas networks pass by towns and villages. Only 28% of settlements are supplied with gas. What's this? It's just dishonorable towards Siberians. I think this trend needs to be reversed. By the way, in the European part of Russia, gasification is about 80%, but why is it 28% in the Novosibirsk Region? Here is the problem. It is necessary to revive the federal state program of gasification of the country.

    Do people burn wood?

    Firewood and coal. The gas pipe goes behind the gardens, and people heat their homes with firewood. And we live in Siberia. Siberia is not Moscow, we also have minus 44 degrees Celsius, for example. And therefore, of course, one cannot treat Siberia as a region that only supplies natural resources. It is necessary, accordingly, to give something to Siberia.

    In the State Duma of the 7th convocation, disputes often arise regarding how much time a deputy should spend on work in the regions and parliament. It was proposed to change the work schedule of the parliamentarian in such a way that trips to the regions were made only during parliamentary vacations. However, we know that you are not a supporter of this initiative. What do you think is the optimal balance between work in the Duma and the regions?

    I'm not a supporter of this mode of operation at all. I don’t know why some media poured mud at me when I demanded to comply with the regulations. I am a supporter of order in everything, including regulations. And I have never been afraid to openly express what is practically on the lips of everyone today. It's just that some people can talk about it and some can't. So I can, because I feel that I am right, and therefore I am not afraid to voice such moments.

    Indeed, I said recently at a plenary meeting when discussing the regulations that there is little time for work in the region. According to the regulations, one week is allotted per month for work in the region. If a deputy has two regions, like I do, you need to take into account that you need to get from one to the other, this is also not less than four or five hours, or even all six. I get two days - for one region, two days - for another. By this I mean working days, because Saturday and Sunday, in order to save time, I spend on the road. Therefore, it turns out that there is not enough time, I physically do not have time to work fruitfully in the region. We need to hold a personal reception, and meet with voters, and solve some problems with the government of the Novosibirsk and Tomsk regions, and with the leadership of municipal districts, where complaints from the population come from. That is, there is a lot of work in the regions, but little time.

    So it turns out that the deputies were chained by the new regulations to the building on Okhotny Ryad. I keep thinking - why? Maybe because the ruling party has nothing to say to people? So I come to the region, I have something to say: what laws are introduced by the Communist Party faction and why they are not accepted by the majority. And what will United Russia tell its voters? How do they reject our laws on children of war, on overhaul, on education? Therefore, it may be good for them to visit the regions less. For us, it's the other way around. So I suggested going back to the three-day plenary week. We used to spend three days a week in the plenary session hall, passing laws, but now only two. And I suggested going back to the three-day week. We worked three days for one week, three days for another. There used to be a committee week: half of the period we were at the committee, and the other half went to the region. And we had enough time. Now everything has changed.

    Perhaps it is worth somehow dividing the work schedule of deputies who have only one region and who have three?

    This will not work, because we have to work in plenary sessions. In addition, deputies from single-member districts also have a lot of work to do. They have a district, it includes five, seven, eight or ten municipal districts. Maybe this week is enough for someone, but for those who have two or three regions, it is very difficult. So I think we need to seek consensus.

    Speaking about the work schedule of deputies, I cannot but ask about the following. In winter, they discussed quite a lot that the deputies were overworking and the working conditions in the State Duma were not suitable: there was little air in the hall, and so on. It's been about 2.5 months, has something changed? Has it become more comfortable to work for the good of Russia?

    You know, the outrage here is not from the Communist Party faction and is connected not so much with the processing, but with the wave of bills that are on the agenda for one day. 176 questions - how do you like it? Moreover, more than half of them - according to an abbreviated procedure. Three minutes to report a bill and vote immediately. No discussion. What is it, is it necessary to pass laws? And on the day when I "blew up" the Internet with my statement, a budget committee was appointed at 18 o'clock, at which we had to make a decision. And the next day, this resolution was to be submitted for discussion at a meeting of the State Duma. Here is 18, here is 19, here is 20 o'clock - we are all sitting. And one of the latest bills, which simply caused an explosion of emotions in me, is about daggers. Leave daggers for officers who are retiring, or not? Is it more important than the budget decision? What is this, such an important bill? Therefore, I was indignant and said: let's follow the rules. And then it started. Well, that's already a milestone. Because it is clear that there was a “face” command. And, of course, a lot has been turned upside down and distorted.

    As for processing. I had every right to make a remark, because I do not miss State Duma meetings. Committee too. And the statement that the deputies do not want to work is nonsense. But there is a physical limit. And when there is such a wave of laws and you sit until 20:00, and then you still have to take questions regarding the budget, where a common mind and a sober memory are needed, this is not normal. Then you can drag any bill under it. Because the information is already simply not perceived. Why were these races arranged? The second point that I then touched upon was the working conditions. I think they should be normal for everyone. For example, my eyesight drops sharply, because the hall is just dark. If you sit and just look at the ceiling, maybe such lighting will do. But if you delve into each law .... I understand. What can not be done as in the legislative assembly of the Novosibirsk region? There is a light bulb in every table. Ordinary table lamp. Who needs - includes, who does not need - does not include. It could have been done earlier. No scandal, no nerves, no shouting. That during the meeting, people go out into the corridor to get some air, because it is simply stuffy in the hall. This is fine? Now the room is better ventilated. Did this make anyone feel worse? Or better? No. And I don’t know why my demand to adhere to the rules caused such a storm of emotions among readers.

    During the distribution of deputies to committees in the current convocation, you refused to head the committee on family, women and children and preferred to remain on the committee on budget and taxes. What caused your decision? After all, it would seem that heading a committee is more honorable than being a member. And work in the committee on family, women and children cannot be called boring, today very acute problems are being solved there.

    Without a budget and taxes, the problems of families and children cannot be solved. Therefore, I chose the very committee in which I started working in the previous convocation. Of course, I come with legislative initiatives to the Committee on Family, Women and Children. There is, for example, an initiative of Novosibirsk women, which we will try to implement. This is the creation of a material assistance fund for women with children who are in a difficult life situation, when the father of the child is hiding from paying alimony. This draft law, of course, may be rejected, because it requires financial outlays, but nevertheless we will talk about it. So, honor for me is not the main thing. I believe that I should be where I can bring the greatest benefit. Therefore, she refused a high position and remained a “private” in the committee on budget and taxes.

    Recently, there have been many initiatives regarding the establishment of a day for something: a day of patriotism, a day of sobriety, a father's day. Together with Oleg Smolin, you proposed adding the Day of Siberia to the calendar and celebrating it on November 8th. It seems to me that all regions would like to have such an official holiday. Maybe we should establish a Day of the Region?

    You are absolutely right, because Siberia is our country's currency shop, which provides enormous opportunities for the fulfillment of public state obligations. This is a pantry of mineral resources. So we decided to return this holiday - it used to be called Siberian Thanksgiving Day - in order to once again remind our government and president that the Siberian regions require increased attention to themselves. Because we have non-ferrous metals, oil, gas, timber, coal, diamonds, we have everything for a more prosperous and dignified life. We have so many natural resources, but “pumping out” them without giving anything in return, without improving the quality of life in the Siberian regions, I think, is simply immoral in relation to Siberians.

    Of course, a good idea: each region has its own holiday. Actually, they already are. For example, each region celebrates the date of its foundation, a kind of birthday. Why not a holiday of the region? But for Siberia I would like something special. Because the power of Russia grows Siberia. The role of our region in the development of the country's economy is too great. And we believe that Siberia deserves to return this holiday.

    Our traditional question: what bill do you consider the most important for adoption today in Russia?

    The first thing I want to say. Today there are a number of economic problems that require urgent solutions. One of them is the replenishment of our treasury. How? There is a program of the Communist Party of the Russian Federation, our ten steps, which will make it possible to fill the country's budget up to about 22 trillion rubles. Now 13.13 trillion rubles is the stagnation budget. This was noted by all factions. But 22 is already development. How to fill? There are laws that lie (some of them for more than one year) in the bins of the State Duma. And for some reason these laws are ignored by the ruling party.

    The first one I would name is the law on progressive income tax. Today it is as necessary as air. Here it is, by the way, I have - I am among the authors of this law. What do we offer? Differentiate income tax. Why today those who receive the minimum wage (our national shame - I call the minimum wage) - 7,800, also pay 13% of it? It's just shameless! I take this opportunity to present our draft law to the judgment of your readers. Its essence is this:

    Income of citizens up to 100,000 rubles per month - personal income tax is set at 5% of the taxable base.

    Income from 100,001 rubles. up to 3,000,000 rubles per month - personal income tax is charged according to the formula: 5,000 rubles + 13% of the amount exceeding 100,000 rubles. Those. 100,000 rubles are deducted from the total income, on which a tax is charged at a rate of 5%. The rest of the income is taxed at a rate of 13%.

    Income from 3,000,001 rubles. up to 12,000,000 rubles. - Personal income tax is charged according to the formula: 382,000 rubles + 18% of the amount exceeding 3,000,000 rubles in the amount of 18%. Those. 30,000,000 rubles are deducted from the total amount of income, on which tax is charged at a rate of 13%. The rest of the income is taxed at the rate of 18%.

    Income over 12,000,000 rubles. - Personal income tax is charged according to the formula: 2002000 rubles + 25% of the amount exceeding 12000000 rubles. Those. 120,000,000 rubles are deducted from the total income, on which tax is charged at a rate of 18%. The rest of the income is taxed at a rate of 25%.

    I believe that such formulas for calculating personal income tax, when determining the tax base, take into account the level of income of each taxpayer and make it possible to ensure the most objective and fair tax assessment.

    Second. I, working in the public sector, tried to save every penny, use it with maximum effect. And I am worried that billions are leaving our country according to well-known schemes. For 2013-2015 according to official data, 1.2 trillion. rubles. According to unofficial, I believe, several times more. A huge amount of money is distilled offshore to fly-by-night firms. These “horns and hooves” disappear immediately after the transfer of money, and there is no one to ask, there is no one to impose a fine on. And unscrupulous businessmen in such an unscrupulous way "master" budgetary funds. Therefore, a law is needed to restrict the cross-border movement of capital. If we pass a progressive income tax law and put things in order with foreign exchange transactions, we will be able to solve a number of pressing economic and social problems.

    Question about progressive income tax. There is a high probability that a shadow economy will develop, people will hide their income. How to deal with it?

    And now, with the income tax rate being the same for everyone, don't we have a shadow economy? It's not just about income tax. Now, basically, what are they hiding from? From payments to off-budget funds - social insurance, FOMS, pension fund. Therefore, we believe that if we tighten control over the collection of taxes, everything will be in order. All tax avoidance schemes are known. And the tax authorities have sufficient experience. All that is needed is political will. I think there is just a serious lobby that does not allow laws to be passed that increase liability for tax evasion.

    Just not in Moscow. I really like the Volga, I come there with great pleasure, and, of course, my native Siberia. I got used to frosts, to pure snow, to people with a wide open soul - everything is much simpler with us. Maybe this is a subjective opinion, but we can probably expect a stab in the back less. People in Siberia are cleaner, kinder and more humane.

    Novosibirsk State Duma deputy from the Communist Party Vera Ganzya once again blew up the blogosphere with her statement. In an interview with the Moskva Speaks radio station, she complained that the deputy’s salary quickly “leaves”, leaving only credit card debts. Netizens were indignant, and State Duma Chairman Vyacheslav Volodin was even forced to react to the deputy's statement.

    On Friday, September 28, Vera Ganzya spoke live with a radio station correspondent, where she answered a direct question about her salary. “So… Somewhere… Probably, somewhere around 380 [thousand rubles],” Ganzya honestly admitted. This was followed by a correspondent's question: "Is it fair to pay so much"? To this, Vera Ganzya replied: “If they gave representation expenses, it would be unfair. And since there are no entertainment expenses, nothing remains of this salary, only credit card debts. At least that's what I have."

    Vera Ganzya entered into a controversy with voters, not hiding her irritation, posting on her Facebook page: “Well, away we go! At first, they were accused of betrayal for nothing, for nothing. Now I, it turns out, complained about the salary. It all needs to be turned around! This isn't the first time I've complained this way. And the meaning of the question was: do you think this salary is fair? I answered no. Therefore, most of the salary goes to entertainment expenses, that is, to material assistance to people who applied, prizes for sports competitions, treatment, gifts and assistance in holding events for children's institutions, etc. The deputies of the State Duma, in contrast to the deputies of legislative assemblies, deputies there are no funds. Therefore, we help from the salary. But there are so many requests that such a salary is not enough to help everyone. Is there a difference between what is written and what is actually there? To put an end to this issue, I will say. If I had a salary of 100 million, I would not have enough of it either. Because there are more people in need than money.”

    Ganzi's statement caused such strong indignation in Russia that even the chairman of the State Duma, Vyacheslav Volodin, had to intervene in the dispute, noting that a State Duma deputy should not distribute alms, but should comprehensively influence the solution of problems with his legislative activities so that there would be no need for deputies to endow orphanages with vacuum cleaners . “As for solving local problems, the problems of an individual village or city, there are state programs, national projects for these purposes,” Volodin emphasized. - The deputy should ensure that they include issues that our voters are interested in solving. This includes the development of the village, the repair of roads, the development of medicine, the construction of schools and infrastructure, and a number of other important issues. I support the desire to help my voters, but I am against the creation of incomprehensible funds and the allocation of representative funds, ”concluded the Chairman of the State Duma.
