• The Governor of the Sverdlovsk Region has been appointed Acting Governor of the Sverdlovsk Region. Kuyvashev's appointment as acting governor is not the result of his successes Kuyvashev appointed as acting governor

Today, Vladimir Putin dismissed Yevgeny Kuyvashev and appointed him Acting Governor of the Sverdlovsk Region by the same decree. In fact, this means the start of the election campaign. We answer important questions about the upcoming elections.

How will the prefix interim change the possibilities of Evgeny Kuyvashev?

    The simplest question: no way.

. - Fulfills the duties assigned to him by the President.

Why was Kuivashev dismissed before the end of his term?

Yevgeny Kuyvashev replaced the dismissed governor Alexander Misharin in May 2012. On May 24, President Vladimir Putin submitted his candidacy for consideration by the Legislative Assembly. The fact is that then the head of the region was elected by deputies. As a result, on May 29, Kuyvashev was elected governor, and on the same day he took the oath. Since the head of the region is elected for five years, the powers of Yevgeny Kuyvashev formally expire on May 29, 2017.

However, the practice of recent years, when the general elections of heads of regions were returned, is such that the president either appoints the current head of the acting governor in advance, or dismisses him, thereby replacing him with another.

The latter option was massively used this winter, when Vladimir Putin dismissed five heads of regions. He explained this process as natural rotation. Yevgeny Kuyvashev was also on the list of those who could be fired, but in the end he retained his post.

So those who said that Vladimir Putin would appoint Kuyvashev as interim turned out to be right. Experts referred to the fact that the president does not meet with those heads whom he is going to remove. And Putin and Kuyvashev had a rendezvous in January of this year.

Does the president's decision mean the governor's automatic participation in the elections?

But imagine that it is not at all! Theoretically, Yevgeny Kuyvashev can lose the United Russia primaries, since this procedure is mandatory in order to be nominated from the party. However, in such a development of the situation, of course, no one believes. It is unreal. Yes, and Yevgeny Kuyvashev himself has already stated several times that he will participate in the elections.

Who will be Evgeny Kuyvashev's rival?

Until now, Evgeny Roizman has spoken more actively than others about his gubernatorial ambitions.

    - I frankly do not like what is happening: financial strangulation, political strangulation of Yekaterinburg. Money is being taken away from Yekaterinburg, it is being belittled. I need to somehow stand up for the city, - Roizman told ETV.

Today he does not comment on the personnel decision of the Kremlin.

Other likely candidates are State Duma deputies Andrei Alshevsky and Alexander Burkov. But they also did not officially announce their participation. Burkov spoke in the sense that consultations are now underway, and a decision will be made in June.

Previously, regional prime minister Denis Pasler was called Kuyvashev's likely opponent. But he was removed from the political field last autumn, and in the end he chose business.

The list also included the name of Nizhny Tagil Mayor Sergei Nosov. But he did not speak publicly about gubernatorial ambitions. Yes, and it is unlikely to go against Evgeny Kuyvashev.

What do you need to do to become a candidate for governor?

The last gubernatorial elections in the Sverdlovsk region were in 2003. It's been 14 years already! According to the head of the election commission of Yekaterinburg, Ilya Zakharov, the only fundamental difference from that campaign is that in order to be nominated, signatures of municipal deputies must be collected.

    - The Legislative Assembly should appoint elections for the governor from June 1 to June 10 (most likely, this will happen on June 6). Then the Regional Electoral Committee decides how many signatures of municipal deputies the candidates must collect. The law says about 7.9%. Now it is 125 signatures. At the same time, deputies from 55 municipalities, or three-quarters of the total, must leave their autographs, - Ilya Zakharov explained the site.

Signatures must be submitted by July 26. Thus, by August 6, it will be finally known who exactly will be on the ballot.

Will Kuyvashev be able to use the administrative resource?

By law, no. But there is one caveat - the current governor should not go on pre-election leave.

    – Elected persons can remain in office and continue to work. You just have to not violate the law and comply with restrictions, do not abuse your position. Such rules are for deputies and for the president, - Ilya Zakharov commented on the norm of legislation.

So on September 10, or in the case of the second round on September 24, we will know the name of the new governor.

At the end, we will give a few comments on the resignation and appointment of Yevgeny Kuyvashev.

    – This event is quite expected. We understood that the country's leadership was betting on the incumbent governor for the next five years. A formal decision has been made today. I have no doubt that during the election process Evgeny Vladimirovich will be able to confirm his status as an effective leader and achieve victory, - said today Senator Arkady Chernetsky class="_">.

At the same time, he is sure that Evgeny Kuyvashev will be able to implement many useful ideas.

    - I think that today the governor has a large number of ideas and proposals for five years of work. It is always positive that there is an opportunity to realize what you yourself have planned. I have no doubt that the Sverdlovsk Region will continue its dynamic development. We see that the region has not fallen into recession and looks very decent in terms of key indicators. We see the problems that exist in the region today. The energy of the first person is needed to achieve the implementation of those plans that are declared, - Chernetsky summed up.

Another senator, who, by the way, represents the governor in the Federation Council, Eduard Rossel class="_"> also reacted positively to the president's decision.

    – Evgeny Kuyvashev has the potential to work in this position for the next five years. I am glad that this appointment happened, and we will, to the best of our ability, help him win the gubernatorial election in September so that Yevgeny Kuyvashev can lead the region for another five years, TASS quotes Eduard Rossel as saying.

Quite expectedly, the speaker of the Legislative Assembly supported Putin's decision Ludmila Babushkina class="_">.

    – The deputy corps has been working closely with Yevgeny Vladimirovich Kuyvashev for five years. At the meeting of the Legislative Assembly on April 11, we noted that the governor not only effectively built the work of the executive authorities, but also is an active subject of legislative initiative. I am sure that Yevgeny Vladimirovich will justify the president's confidence in him. And the deputies of the Legislative Assembly will do everything necessary to provide legislative support for the governor's initiatives for the development of the Sverdlovsk region, - her press service quotes Lyudmila Babushkina.

"I'm going to the election of the governor of the Sverdlovsk region"

The first interview of Evgeny Kuyvashev after the presidential decree on the appointment of acting. heads of the region

Press Service of the President of Russia

Evgeny Kuyvashev was appointed Acting Governor of the Sverdlovsk Region by decree of President Vladimir Putin. In September 2017, he will participate in the election of the head of the region, and thus Kuyvashev became the main candidate supported by the Kremlin. In an interview, the website of the Acting Governor of the Sverdlovsk Region spoke about his election plans.

    - Does the decree on acting mean that you are participating in the elections?

    - Yes, sure. I am going to the election of the governor of the Sverdlovsk region.

    - When you discussed the elections with the president, did he give you any special instructions regarding the elections?

    — We talked about the development of the region and the tasks that need to be addressed. Such conversations are held with all candidates, and with me too.

    - Have you already decided who will head your headquarters?

    - I will return to Yekaterinburg and hold a series of consultations - with my colleagues, employees, deputies of the Legislative Assembly and the State Duma. After that, I will decide and announce in a short time.

    - What will be the headquarters structure? Will it be a single headquarters or two different ones - “public” and “technological”, as happens in presidential elections?

We will consider different options. Of course, we need to prepare for this, but it seems to me that it is more important to talk about the future of the region. Technologies are different, but this is not the most important thing. We need to think about the future.

Are you going to run from the party?

    - I am a party member, there is a corresponding procedure, of course.

    - So, you need to participate in the primaries?

    - Don't you think it's somehow strange - the primaries after the presidential decree?

    - We are party people, we have a party charter, there are party decisions that I, as a member of the party, must comply with.

    — Do you have your own expectations, or maybe recommendations from Moscow, regarding the level of turnout and results for you as a candidate?

    - How will it be - will it be so?

    - I wouldn't say that. Of course, everything must be done so that as many people as possible come to the polls. We will do everything to ensure that the turnout is sufficient for the elections to be legitimate. And according to the result, we also set ourselves the maximum tasks.

    - The turnout, as it is believed, also depends on the intrigue of the campaign. And the intrigue, in turn, depends on your competitors. Who do you expect elections? Here two figures appeared - Alexander Burkov and Evgeny Roizman. Do you expect their participation?

    - Participation in the elections is open to everyone, let them register and participate.

    — But there is a municipal filter.

    - I personally do not think that it is needed, but the law is the law.

“You must nominate your candidates for senators. Do you have an idea with whom you are going to the polls?

    - I have an idea. But we need to talk to the candidates, and when this happens, when we put an end to our consultations, I will announce it.

    - What are you going to go to the voters with? Why should they elect Kuyvashev as governor of the Sverdlovsk region for another five years?

    - We carefully collected proposals, I published articles, we are preparing the program "Five Years of Development". The main topics will be transport infrastructure, industrial development, attraction of investments. We need to multiply the construction of roads, transport and engineering infrastructure.

    — First of all, are you talking about Yekaterinburg?

No, I'm talking in general. Our industry and our people, cities need transport and engineering infrastructure. This is the basis for the development of cities, industry, to improve the quality of life. We have accomplished a lot in five years. We built more than 10.5 million square meters of housing, attracted investments amounted to one annual GRP - 1.9 trillion rubles. So much has been invested in the Sverdlovsk region, can you imagine? This is a lot of money, but more needs to be done. We should be in the top three regions-leaders.

    - Moscow, St. Petersburg, Sverdlovsk region?

"Maybe we'll be number one?" We must be in the top three - this is the main thing.

    - By what indicators?

    - By all socio-economic indicators, by all. We have such opportunities. We have opened 30 large production facilities in five years. If we add the same amount, this is already a serious step. And we can do it. But the situation was not very successful for us: sanctions, pressure. But we were looking for new contractors and partners. We have done a lot, but more can be done.

    — Can you name specific projects that should be implemented in the region in the next five years? Voters will want to hear about them.

    - If we talk about transport, then first of all we need to complete the southern half-ring of the EKAD, and this will affect the transport provision of the entire Yekaterinburg agglomeration. We will deal with high-speed trams that will connect our cities. We are already implementing the first project with Verkhnyaya Pyshma.

We will be engaged in the creation of the internal infrastructure of cities, the repair of roads and bridges both in Yekaterinburg and in other municipalities. We will work on a project basis, such tasks have been set for the government of the region and the heads of municipalities. Priorities are the urban environment, healthcare, education, the development of single-industry towns, industrial parks, and new industries. All these directions are defined in my program articles and they will be included in the Five Year Plan of Development.

    — Where to get money for new roads? From the federal budget?

    - Including.

    - Can we increase our own tax base in order to earn more?

    - In 2012, the consolidated budget was 139 billion, in 2017 - 200. Can we?

    - If we convert it into foreign currency, the figures will not be so good.

    - If you look at the dynamics of income growth, then we have additionally consolidated 60 billion, and this is not a foreign exchange difference, we have increased the actual shipment. Our index of industrial production in 2016 is 107%, while the Russian average is 101.1%.

    - Now that you have become interim, your government has also resigned. Can there be changes in the team before the elections?

“They haven’t left yet, I’ll come right now and sign the relevant documents. As for the changes, the election period is different from the usual time. Key people will remain in office, but adjustments are possible.

Monday, March 17 Russian President Vladimir Putin accepted a voluntary resignation Head of the Sverdlovsk Region Evgeny Kuyvashev and This was reported on the official website of the Kremlin. During the governorship of Kuyvashev, the system of authorities of the Sverdlovsk region was changed, repeatedly amending the Charter of the region. In July 2012, at the initiative of Kuyvashev, the post of vice-governor was introduced, but in December of the following year this position was abolished. In 2016, the post of regional prime minister was abolished with the assignment of his duties to the governor. Thus, by the beginning of 2017, Kuyvashev became both governor and head of the regional government.

In August 2012, Kuyvashev put forward a legislative initiative on mandatory licensing of the activities of all organizations involved in the rehabilitation of drug addicts. In his opinion, such licensing is a matter of citizens' security. At this time, on his behalf, the state rehabilitation center "Ural without drugs" was created in the region. The decree on its creation was signed on July 3, 2012.

In April 2017, Kuyvashev supported the need to reform public transport in Yekaterinburg (in particular, the elimination of “duplicate” routes) in accordance with the decision of the city manager of the capital of the Sverdlovsk region adopted in April of the same year.

"To accept the resignation of the governor of the Sverdlovsk region Kuyvashev at his own request," the text of the presidential decree says. It follows from it that Kuyvashev was appointed acting governor of the region until the person elected governor of the Sverdlovsk region takes office.

Kuyvashev's powers as governor of the Sverdlovsk region expired in May 2017. The gubernatorial elections in the Sverdlovsk region will be held on a single voting day in September 2017.

Evgeny Kuyvashev is 46 years old. He was deputy head of the Main Directorate of the Federal Bailiff Service in Moscow. Then he headed the administration of Tobolsk, was the mayor of Tyumen. In 2011, Kuyvashev was appointed the plenipotentiary of Russian President Dmitry Medvedev in the Urals Federal District. A week after the inauguration of President Vladimir Putin on May 7, 2012, Kuyvashev was appointed acting head of the Sverdlovsk region, replacing Alexander Misharin as head of the region.

Two governors reappointed, criminal cases opened against two

In 2017, Putin dismissed already 10 heads of regions. On January 12, he appointed Murat Kumpilov as acting head of Adygea. In this post, Kumpilov replaced Aslan Tkhakushinov, who headed the republic for more than 10 years. In February 2017, the heads of Buryatia (Vyacheslav Nagovitsyn), Karelia (Alexander Khudilainen), Perm Territory (Viktor Basargin), Novgorod Region (Sergey Mitin) and Ryazan Region (Oleg Kovalev) lost their posts. None of them was appointed acting governor.

The head of state noted in February 2017 that "the renewal of the governor's corps is not a campaign, it is a constant rotational process."

On April 4, President Putin signed a decree dismissing Alexander Solovyov, head of Udmurtia. “I decide to dismiss Alexander Vasilyevich Solovyov from the post of head of the Udmurt Republic due to the loss of confidence,” the text of the decree said. Earlier, the Investigative Committee of Russia opened a criminal case against Solovyov on suspicion of receiving bribes for 140 million rubles from bridge construction contractors.

On April 6, Putin dismissed the head of the Republic of Mari El, Leonid Markelov, "of his own free will." The President of Russia appointed Alexander Evstifeev, ex-Deputy Plenipotentiary Representative in the Volga Federal District, Chairman of the Arbitration Court of the Moscow Region, Acting Head of the Republic of Mari El until the September elections. On April 13, it became known that Markelov had been detained on suspicion of taking a bribe of 235 million rubles.

On April 12, 2017, Putin dismissed the head of Mordovia, Vladimir Volkov. And by his decree, he appointed Volkov as the acting head of the region until the elections in September. At a meeting with Volkov, Putin expressed the hope that the head of the region would be able to "carry out an appropriate election campaign and continue his work for the next five years."

12:43 pm — REGNUM A person with obviously weak starting positions has been appointed interim governor of the Sverdlovsk region. About this to the correspondent IA REGNUM said a confidant of Vladimir Putin in the 2012 presidential election, a former deputy of the regional Legislative Assembly, and now the chairman of the board of trustees of the Sverdlovsk regional branch of the Opora Rossii public organization and the chairman of the council of the Pensioners public movement Evgeny Artyukh.

As previously reported IA REGNUM, Acting Governor Appointed Evgeny Kuyvashev who has led the region since May 2012. Yevgeny Artyukh notes that the decision of Vladimir Putin “This is not the result of his outstanding successes, since during the years of his governorship the region fell and continues to fall, is losing ground, has repeatedly become famous in scandals with inefficient budget spending and problems in the implementation of the “May decrees”, for example, with the salaries of teachers.”

« Despite bad governance, the incumbent governor becomes io. The criteria that are applied in this case are unknown to me; they are based on a hardware, behind-the-scenes approach. The appointment of an unpopular io governor will not add optimism to either residents or elites, as many were waiting for change", says Artyukh.

He did not rule out that the presidential administration (AP) of Russia decided to follow the path of holding elections in the Sverdlovsk region according to a competitive scenario, by analogy with the election of the head of Yekaterinburg in 2013. " In a situation where such candidates as Burkov can be nominated (Alexander Burkov, State Duma deputy - ed.) IA REGNUM), Roizman (head of Yekaterinburg - chairman of the city duma - approx. IA REGNUM) and possibly Nosov (Sergey Nosov, mayor of Nizhny Tagil - approx. IA REGNUM), it will be almost impossible for him to win. I do not rule out that the Presidential Administration deliberately follows this path, since for it now, on the eve of the presidential elections, it is more important to increase voters' faith in the elections than a specific candidacy of the winner", - said Artyukh.

“Moreover, any of the potential candidates I have named, in addition to being able to win, will completely suit the Kremlin. The situation in the region on the eve of the elections is unique precisely because acting. a person with obviously weak positions at the start was appointed, and this despite the fact that he has an administrative resource in his hands, which he, of course, will use, but this can also play against him, since discrediting the elections is a bad story on the eve of the presidential campaign of 2018,” the public figure believes.

« I call on the healthy forces of the region from those who are dissatisfied with this decision on the IO to join forces to support a more worthy candidate. Personally, I am convinced that it is time for Kuyvashev to leave the Sverdlovsk region", - summed up Yevgeny Artyukh.

In the meantime, Kuyvashev thanked Russian President Vladimir Putin for his trust and expressed his readiness to justify it. Words of gratitude are given by the press service of the head of the region. " Everything that has been achieved over the past five years has been achieved thanks to the hard work and active life position of the Sverdlovsk residents. And we really have something to be proud of", - now the interim governor is sure. Among the successes, he names the increase in the life expectancy of Sverdlovsk residents up to 70 years, an increase in the population by more than 22 thousand people and a twofold increase in the number of large families. Also, according to him, since 2012, more than 30 new modern large-scale industries have been introduced in the region, the average salary has increased one and a half times, more than 10 million square meters of housing have been built and the shortage of places in kindergartens for children aged three to seven years old.
